Hue and Nara Prefecture will encourage and foster the development of mutually beneficial cooperative relations based on mutual respect for each locality’s distinct characteristics. The two sides will exchange information and carry out collaborative activities in various fields such as cultural exchange, tourism, healthcare, cultural heritage conservation, labor and employment, agriculture, and trade and investment.

Both parties agreed to continue coordinating the organization of short-term exchange programs for high school students, cooperating in Japanese language teaching in Hue and promoting Vietnamese culture in Nara. The two sides will also collaborate on developing a digital learning platform and a bilingual Vietnamese-Japanese digital library; producing shared learning materials (books, videos, digital lectures) on Vietnamese and Japanese history and culture for students and teachers; and sharing experiences in applying AI and IoT in classrooms and educational management.

Simultaneously, the two localities will enhance cooperation in implementing educational projects related to cultural heritage, thereby fostering connections between Hue, the former imperial capital of Vietnam, and Nara, both of which possess many UNESCO-recognized cultural heritage sites.

In recent years, Hue has maintained effective cooperative relations with many localities in Japan. In terms of trade and investment, as of June 2025, Japanese foreign direct investment (FDI) in Hue City has amounted to 20 projects with a total registered capital of over USD 247 million.

Notably, the AEON MALL Hue commercial center project, developed by AEONMALL Vietnam Co., Ltd., with a total investment of more than US $169 million (equivalent to VND 3,916 billion), has been operational since September 2024. This project stands out as a significant highlight in attracting Japanese investors to Hue in recent times.
