Shangri-La Dialogue 22: Vietnam Highlights Some Issues of Ensuring Stability in a Competitive World

Within the framework of the Shangri-La Dialogue, at the 2nd plenary session with the theme "Ensuring stability in a competitive world", General Phan Van Giang made an important speech, in which he emphasized that such task is a prerequisite, indispensable for building a world of peace, stability, cooperation and development, for the common benefit of countries and peoples; at the same time, it is an urgent requirement today.
To achieve that goal, General Phan Van Giang emphasized several key issues that need attention.

First, it is necessary to abide by the basic principles of the UN Charter and international law, abide by commitments, respect the equality, independence, sovereignty, and legitimate interests of countries and peoples, regardless of large or small countries; consider it as a foundation in the behavior and settlement of international disputes. To maintain international peace and security and develop friendly relations among peoples, the UN Charter has clearly defined the basic principles: Settlement of international disputes by peaceful means, renunciation of the threat of force or use of force in international relations. General Phan Van Giang affirmed that these are also the basic principles in Vietnam's foreign policy of independence, autonomy and the "four zeros" defense policy.
Regarding the South China Sea issue, Vietnam has consistently and persistently resolved all disagreements by peaceful means, complying with the 1982 United Nations Convention on the Law of the Sea (UNCLOS); effectively and fully implement the Declaration on the Conduct of Parties in the South China Sea (DOC), wishing to soon develop a substantive and effective Code of Conduct of Parties in the South China Sea (COC), contributing to the maintenance of peace, stability, security, safety and freedom of navigation, aviation in the South China Sea.
Second, it is necessary to have goodwill and stable demand for cooperation and development. To gain goodwill, it is necessary to build and strengthen strategic trust, political trust, and avoid the risk of miscalculation and strategic action. Thus, it is necessary to be open, frank, sincere and transparent when sharing about defense lines and policies... At that time, complex problems can be solved by peaceful means.
Third, strengthen viewpoint sharing, dialogue to solve constructive problems, healthy competition, establish and implement effective and practical cooperation mechanisms, both bilateral and multilateral. According to General Phan Van Giang, the world as well as the region currently have many cooperation mechanisms and, in the future, may be expanded or newly established. The important issue is to harmonize cooperation mechanisms, not to allow conflicts or contradictions between mechanisms, so that all mechanisms aim at the common purpose of contributing to promoting cooperation and mutual development, bringing practical benefits to the parties involved without harming the legitimate interests of other countries. contributing to building a peaceful, stable, developed and prosperous world and region.
The General affirmed that Vietnam always implements the foreign policy of being ready to participate, support mechanisms and be a responsible member, for the purpose of maintaining stability and cooperation for common development. In the region, Vietnam is promoting its role as a responsible and active member of the Association of Southeast Asian Nations (ASEAN). Vietnam hopes that countries will support efforts to promote ASEAN's central role, improve its capacity for autonomy and self-reliance, and contribute to peace, security and prosperity of the region and the world.
Fourth, it is necessary to strengthen international cooperation in addressing non-traditional security challenges. General Phan Van Giang noted that the need for cooperation has become urgent in recent years when traditional security challenges have not been eliminated, and in some places, they are even more complicated, non-traditional security challenges such as natural disasters, epidemics, climate change, water security, food security, terrorism, drug crimes, human trafficking... have emerged more and more complex and difficult to forecast. The General emphasized that cooperation in solving non-traditional security issues will have a positive impact on cooperation in solving traditional security challenges.

General Phan Van Giang affirmed that the Ministry of National Defense of Vietnam always has the goodwill, desire and will actively and responsibly participatie in initiatives and mechanisms for substantive and effectively cooperate with the Ministry of National Defense and the militaries of other countries to promote cooperation and dialogue, in the spirit of respect for the law, respecting differences, unity in diversity, for stability, peace, security and prosperity in the region and the world. Vietnam persistently implements the foreign policy of independence, autonomy, multilateralization, and diversification of relations; be a friend, a reliable partner, and a responsible member of the international community; actively integrate deeply into the international community, contributing more and more effectively to the world political situation, the global economy and human civilization.
General Phan Van Giang also noted that Vietnam celebrates the 50th anniversary of the Liberation Day of the South, the reunification of the country and the 80th anniversary of National Day in 2025. Vietnam, as a nation, understands the value of maintaining peace, stability, cooperation, and development. The countries wishes to work with the international community to build a world of peace, prosperity, solidarity, cooperation, and development.
"Let us do all we can today, with the desire to leave the next generation not only a better world, but also the belief and admiration of the sense of responsibility and wisdom of today's generation," said Phan Van Giang.
